Withdrawal/Refund Policy
Paper-based testing. If after registering for the VCLA you wish to withdraw from one or more subtests for which you have registered, you must submit a Withdrawal/Refund Request Form on the Internet or send your completed Withdrawal/Refund Request Form to Evaluation Systems by U.S. mail or fax. This form must be received by 5:00 p.m. on the late registration deadline. Refer to "Changing Your Registration" for information about how to submit the Withdrawal/Refund Request Form.
If you withdraw by the late registration deadline, you will receive a partial refund in the amount of $20 for each subtest from which you withdraw.
The registration processing fee will not be refunded. If you registered during the late registration period, the late registration fee will not be refunded. Refunds will be issued approximately five weeks after the test date.
You may not withdraw your registration or receive a refund if you register during the emergency registration period. If you are absent from the test, you will not receive a refund or credit of any kind. (See the absentee policy in "Reporting to the Test Site.")
Computer-based testing. If after registering for one or both subtests you wish to withdraw your registration, you may do so by completing and submitting a Withdrawal/Refund Request Form for Computer-Based Testing before scheduling your test appointment.
If you have already scheduled your test appointment, you must first cancel your test appointment on the Pearson VUE Web site at least 24 hours before your scheduled testing time. Then, to withdraw your registration, you must complete and submit a Withdrawal/Refund Request Form for Computer-Based Testing.
Refer to "Changing Your Registration" for information about how to cancel a test appointment or submit a Withdrawal/Refund Request Form for Computer-Based Testing.
If you withdraw your registration before you have scheduled your test appointment or if you cancel your test appointment at least 24 hours before your scheduled testing time and then withdraw your registration, you will receive a partial refund of your test fee. The computer-based testing registration processing fee will not be refunded. Your refund will be issued by Evaluation Systems within four weeks of your request.
If you are absent from the test, you will not receive a refund or credit of any kind. (See the absentee policy in "Reporting to the Test Site.")
Payment Methods
The fees for Internet registration, telephone registration, and changes to registration made on the Internet must be paid using a credit card (VISA or MasterCard only) or a debit or check card that carries the VISA or MasterCard logo and that can be used without the entry of a personal identification number (PIN). Bank cards without a VISA or MasterCard logo cannot be accepted. The merchant name that will appear on your credit card statement is "Eval Systems Test Fee."
The fees for registration by U.S. mail and other services requested by mail ("Additional Service Fees" in the table above) must be paid by check or money order. Checks and money orders must be made payable to Evaluation Systems in U.S. dollars. Please write the last five digits of your social security number on your payment. Do not send cash.
Payment Policies
If you register to take the same subtest(s) on multiple test dates and pass the subtest(s) on the first test date, you will not be issued a refund for your additional registrations on the basis of your passing performance.
If you have any outstanding balance owed by you to Evaluation Systems after a test administration for which you were registered, all of your scores for that test date may be permanently voided and therefore not reported to you, to the Virginia Department of Education, or to any institutions.
The following policies apply to you when you have an outstanding balance with Evaluation Systems:
- You will be assessed an additional fee to cover the processing required to clear your account.
- You will not be allowed to register for future test dates until your balance, which includes the additional fee, is paid in full.
- Any credits or refunds for which you may be eligible will be applied first to your outstanding debt, with any excess to be returned to you.
If a credit card charge for an Evaluation Systems service for you is disputed:
- You may not be allowed to make any future payments by credit card.
- You must make your payment to clear your account by cashier's check or money order only.
- If you attempt to pay for any further services by cashier's check or money order before clearing your account, any payments received will be applied first to your outstanding debt, with any excess applied to the requested services.
Additionally, if a personal check submitted by you is returned by the bank:
- You will not be allowed to make any future payments by personal check.
- You must make your payment to clear your account by cashier's check or money order only, unless you are making a subsequent credit card payment for additional services, in which case your credit card will be billed for both the outstanding balance and the additional requested services.
- If you attempt to pay for any further services by credit card before clearing your account, your credit card will be billed for the amount of all services you have requested, as well as the outstanding balance owed. You agree to pay for all such services and outstanding balances in the event your credit card company does not.
- If you attempt to pay for any further services by cashier's check or money order before clearing your account, any payments received will be applied first to your outstanding debt, with any excess applied to the requested services.
Testing on Consecutive Test Dates
If the score report date for a particular test administration falls on or after the regular registration deadline for the next test date, a late registration fee waiver will be granted to examinees who did not pass one or more subtest(s) and who plan to retake the same subtest(s) on the next consecutive test date. The late registration fee waiver is valid only during the late registration period for the next test date and only for registrations that include one or more of the same subtest(s) taken at the previous administration. Fee waivers are not granted during the emergency registration period.
To receive the late registration fee waiver, register as follows:
- On the Internet: Register on the Internet on or before the late registration deadline. Your status will be confirmed and your late registration fee will be waived.

By mail: Send your completed registration form and pay only the regular registration and test fees. On
the registration form, do not fill in the oval corresponding to "Late Registration Fee" and do not include
the late registration fee in your payment. Your registration materials must be received by the late
registration deadline. When your registration is processed, your status will be confirmed and your late
registration fee will be waived.
If you register by mail during the late registration period, are not eligible for a late registration fee waiver, and do not include the late registration fee in addition to the registration processing fee and test fees, your registration materials will be returned to you unprocessed. This may cause you to incur additional registration costs or delay your test date.
If you plan to register for one or more subtest(s) that you did not pass and you require alternative testing arrangements, please call (866) 613-3292 or (413) 256-2888 as soon as possible to discuss your request for alternative testing arrangements. This is necessary to allow the maximum amount of time to process your request. Because of time and logistical issues, it may not be possible to grant some requests for alternative testing arrangements made by individuals who register for consecutive test dates during the late or emergency registration periods.
